WHEREAS, in 2025, Delceno C. Miles, a trailblazing entrepreneur and a dedicated civic leader, was selected as the 73rd First Citizen of Virginia Beach; and
WHEREAS, the First Citizen of Virginia Beach award is presented by the Virginia Beach Jaycees to recognize exceptional individuals, such as Delceno Miles, who have devoted their lives to serving and uplifting the community; and
WHEREAS, Delceno Miles is the founding president and chief executive officer of The Miles Agency, a niche marketing and public relations firm she established in 1989; and
WHEREAS, in 2002, Delceno Miles broke down barriers as the first Black chair of the Hampton Roads Chamber of Commerce Board of Directors; she continues to serve as the regional board's vice chair of marketing and communications and also provides her leadership to the Virginia Beach Division of the Hampton Roads Chamber of Commerce; and
WHEREAS, Delceno Miles supports community initiatives as vice president of Virginia Beach Vision and is the immediate past chair of the Hampton Roads Workforce Council; and
WHEREAS, Delceno Miles has promoted the importance of a good education as a member of the Tidewater Community College Board, chair of the Tidewater Community College Educational Foundation Board, vice chair of the Virginia Beach School Board, and vice chair of the State Council of Higher Education; and
WHEREAS, among many accolades, Delceno Miles received the 2009 Women in Business Achievement Award from
Inside Business
, which also selected her for its Power List as one of the top business leaders in the Hampton Roads Region for 11 consecutive years; in 2013, she was inducted into the Hampton Roads Black Media Professionals Hall of Fame as a member of its inaugural class; and
WHEREAS, Delceno Miles has had a profound impact on local life in Virginia Beach through her incredible contributions to business leadership, education, workforce development, and community stewardship, empowering countless individuals to achieve their fullest potential as active and engaged citizens; now, therefore, be it
RESOLVED by the House of Delegates, That Delceno C. Miles hereby be commended on the occasion of her selection as First Citizen of Virginia Beach in 2025; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Delceno C. Miles as an expression of the House of Delegates' admiration for her tireless work to strengthen the Virginia Beach community.
