Commending Hugh Pinneo.
Agreed to by the House of Delegates, March 9, 2026
WHEREAS, Hugh Pinneo, an inspirational young member of the Chesapeake community, demonstrated extraordinary courage and selflessness when he rescued a neighbor's dog from a frozen pond; and
WHEREAS, on February 6, 2026, Hugh Pinneo's mother heard noises coming from the pond behind their home and quickly realized that a neighbor's dog was struggling to stay afloat in the icy water, which had frozen during a severe winter storm; and
WHEREAS, alerted by his mother and acting without hesitation, Hugh Pinneo rushed to the family's kayak and began paddling out to reach the stranded dog; and
WHEREAS, after scooping the dog into the kayak, Hugh Pinneo wrapped the shivering animal in his own coat and braved frigid temperatures on the return trip across the pond; thanks to his efforts, the dog was reunited with its owner unharmed; and
WHEREAS, Hugh Pinneo captured a video of the rescue on a pair of Meta glasses he was wearing at the time; the video, which was posted on social media and featured on local and national news programs, has inspired a sense of hope in millions of viewers; now, therefore, be it
RESOLVED by the House of Delegates, That Hugh Pinneo hereby be commended for his heroic actions to save his neighbor's dog from drowning; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Hugh Pinneo as an expression of the House of Delegates' admiration for his bravery and quick thinking in an emergency situation.
