WHEREAS, Scott Grindstaff, who served the residents of Henry County as treasurer for more than 24 years, retired from public service on February 1, 2026, after a career marked by integrity, professionalism, and dedication; and
WHEREAS, since first taking office in 2000, Scott Grindstaff worked to improve customer service and strengthen the stewardship of public funds, consistently earning the trust of taxpayers and county leadership; and
WHEREAS, drawing on his extensive banking experience, Scott Grindstaff modernized the Henry County Treasurer's Office by maximizing interest income on county funds and implementing expanded online and over-the-phone payment options to improve convenience and accessibility for residents; and
WHEREAS, under Scott Grindstaff's leadership, Henry County maintained strong tax collection rates of approximately 95 percent for real estate and personal property taxes; this achievement was supported by updated policies, including the conversion to the Motor Vehicle License fee and the increased use of judicial sales to return delinquent properties to productive use; and
WHEREAS, Scott Grindstaff earned the designation of master treasurer in 2002 and demonstrated a lasting commitment to professional excellence and public service through his involvement with the Treasurers' Association of Virginia, including service on its board of directors and leadership of its education committee; he received the organization's Commonwealth Award in 2021; and
WHEREAS, in the course of his duties as treasurer, Scott Grindstaff consistently conducted himself with fairness, respect, and dedication, leaving a lasting positive impact on Henry County government and the community he served; now, therefore, be it
RESOLVED by the House of Delegates, That Scott Grindstaff hereby be commended on the occasion of his retirement as treasurer of Henry County; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Scott Grindstaff as an expression of the House of Delegates' admiration for his distinguished service to the Henry County community.
