Agreed to by the House of Delegates, March 11, 2026
WHEREAS, the Honorable Daniel Webster Marshall III served Southside Virginia and the Commonwealth as a public servant for 25 years; and
WHEREAS, the Honorable Daniel “Danny” Webster Marshall III was elected to the Danville City Council in 2000, then elected to the Virginia House of Delegates in 2001 where he represented the 14th District, which included the City of Danville, part of Pittsylvania County, and part of Henry County; beginning with the 2024 Session of the General Assembly, he represented the new 49th District, which includes the City of Danville, part of Pittsylvania County, and part of Halifax County; and
WHEREAS, Danny Marshall was reelected 11 times, serving for a total of 24 years; he introduced and supported numerous important pieces of legislation to benefit his district and all Virginians, and he offered his leadership to several standing committees through the years, most recently the Committees on Appropriations, Labor and Commerce, and Agriculture, Chesapeake and Natural Resources; and
WHEREAS, Danny Marshall rose to the rank of sixth in seniority of the 100 Delegates in the Virginia House of Delegates; and
WHEREAS, Danny Marshall passed his first bill in 2002, which established the Institute for Advanced Learning and Research, and in subsequent years he worked to achieve funding for the Institute in the state budget; and
WHEREAS, Danny Marshall also secured funding for the Danville Community College Precision Tool training expansion, the Danville Science Museum Digital Dome Theatre, and the aviation maintenance technician training program for Danville Community College and Averett University; he also helped to establish the Southern Virginia Megasite at Berry Hill, the largest industrial park in Virginia; and
WHEREAS, Danny Marshall's most important legacy was in economic development through his service on the Tobacco Region Revitalization Commission, which has brought millions of non-tax dollars to his region to establish new businesses, expand existing businesses, provide scholarships, and create much-needed jobs and educational opportunities for the people of Southside Virginia; and
WHEREAS, Danny Marshall also patroned legislation through the years that helped his region recover from factories closing; he helped establish the Economic Crisis Strike Force to aid recovery efforts for workers laid off when a plant is closed, secured the adjustment of eligibility levels so that rural and lower populated areas can more easily qualify for assistance from what is now the Commonwealth's Development Opportunity Fund, and changed the eligibility criteria for the Enterprise Zone Grant Program for job grants in areas with high unemployment; and
WHEREAS, Danny Marshall previously served on the New College Institute Board and on the Southern Virginia Higher Education Board, the Manufacturing Development Commission, and the Virginia Housing Commission, as well as the Select Committee on Advancing Rural and Small Town Health Care; and
WHEREAS, among many awards and accolades, Danny Marshall has received the Virginia Chamber of Commerce Champion of Free Enterprise Award multiple times, the Danville SERTOMA 2011 Service to Mankind Award, the 2007 American Council of Engineering Companies of Virginia Legislator of the Year award, and the 2023 Virginia Economic Developers Association Michael J. Woods Legislator of the Year award, as well as “A” ratings by the Family Foundation, the National Rifle Association, the Virginia Farm Bureau, and the National Federation of Independent Businesses; and
WHEREAS, Danny Marshall served as president of Marshall Concrete Products of Danville and was highly respected in the concrete masonry industry; he was elected president of the Virginia Concrete Masonry Association and the Virginia Masonry Council, and he was the first president from Virginia and the second-youngest president of the National Concrete Masonry Association; and
WHEREAS, Danny Marshall raced in the NASCAR Rolex Grand-Am Sports Car Series for seven years, and he was a partner and driver in Synergy Racing, a team that won several national championships in their division of road track racing; and
WHEREAS, Danny Marshall is active with Rotary Club projects and serves on the board of God's Pit Crew, an organization that provides relief during natural disasters; and
WHEREAS, in January 2026, Danny Marshall was appointed as a board member of GO Virginia Region 3, and in February 2026, he was appointed to fill an unexpired term on the Danville City Council; and
WHEREAS, Danny Marshall has served the Commonwealth with the utmost dedication, integrity, and distinction over the course of his career in local and state government; now, therefore, be it
RESOLVED by the House of Delegates, That the Honorable Daniel Webster Marshall III hereby be commended for his decades of public service; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable Daniel Webster Marshall III as an expression of the House of Delegates' admiration for his achievements in service to the residents of Southside Virginia and all Virginians.
