Agreed to by the House of Delegates, March 11, 2026
WHEREAS, Albert S. Moor II retired as city manager of the City of Suffolk on August 1, 2025, completing a distinguished 40-year career in local government; and
WHEREAS, a graduate of Old Dominion University, Albert “Al” S. Moor began his career in Norfolk, where he worked for more than a decade before relocating to Suffolk as the city's director of public utilities in 1995; and
WHEREAS, Al Moor served the Suffolk community with distinction and was selected as the interim deputy city manager in July 2020 and interim city manager in October 2020; he was officially appointed as city manager on May 19, 2021; and
WHEREAS, Al Moor guided the city through periods of significant growth and helped develop strategic plans on land use, development, utilities, transportation, and capital improvement to create a unified vision for success; and
WHEREAS, Al Moor oversaw improvements to the Route 58/Holland Road Corridor, enhancements to the Shoulders Hill neighborhood, and the realignment of the Nansemond Parkway and Wilroy Road intersection to create a railway overpass; and
WHEREAS, over the course of his career, Al Moor developed strong working relationships with the members of the Suffolk City Council and a wide range of other local and regional officials; he was a respected source of institutional knowledge and a trusted mentor to his fellow city employees; and
WHEREAS, in his well-earned retirement, Al Moor plans to spend more time with his beloved family and friends and seek new opportunities to serve the community; now, therefore, be it
RESOLVED by the House of Delegates, That Albert S. Moor II, an esteemed public servant who enriched the Suffolk community through his leadership and dedication, hereby be commended on the occasion of his retirement as city manager; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Albert S. Moor II as an expression of the House of Delegates' admiration for his legacy of achievements and outstanding service to the residents of Suffolk and the Commonwealth.
