Commending Stephen A. Edwards.
Agreed to by the House of Delegates, February 2, 2026
WHEREAS, for four years, Stephen A. Edwards provided exceptional leadership to the Port of Virginia as chief executive officer and executive director, overseeing record growth and development while strengthening the Commonwealth's position in global trade; and
WHEREAS, Stephen Edwards joined the Port of Virginia in January 2021, bringing with him decades of experience in maritime companies such as TraPac, Global Container Terminals, and Ports America; and
WHEREAS, under the leadership of Stephen Edwards, the Port of Virginia has been recognized by users and customers as one of the highest-performing ports in the nation; and
WHEREAS, Stephen Edwards oversaw significant growth in cargo volumes, revenues, and earnings for the Port of Virginia and attracted new port-centric industrial development; and
WHEREAS, Stephen Edwards guided the completion of a historic $1.4 billion capital investment program, successfully renegotiated the lease for the Virginia International Gateway container terminal, and secured a long-term agreement that provides the Virginia Port Authority with greater operational control of the terminal; and
WHEREAS, Stephen Edwards completed his tenure with the Port of Virginia on December 31, 2025, and plans to pursue opportunities in the private sector; now, therefore, be it
RESOLVED by the House of Delegates, That Stephen A. Edwards hereby be commended for his outstanding accomplishments as chief executive officer and executive director of the Port of Virginia from 2021 to 2025; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Stephen A. Edwards as an expression of the House of Delegates' admiration for his legacy of contributions to the Commonwealth's vibrant economy.
