Agreed to by the House of Delegates, March 13, 2026
WHEREAS, Marcus Hickman, pastor of Wayland Baptist Church in King and Queen County, has ably and faithfully served his congregation for 12 years; and
WHEREAS, during his time as pastor, he has worked to develop leaders within the church, strengthen the congregation, and guide the church through several improvements and renovations; and
WHEREAS, under Marcus Hickman's leadership, Wayland Baptist Church has increased membership, supported families in times of need, encouraged youth in their academic and extracurricular activities, and faithfully served the surrounding community; Marcus Hickman has also officiated numerous weddings and provided spiritual guidance to many families throughout the region; and
WHEREAS, in addition to his pastoral work, Marcus Hickman has dedicated nearly 18 years of service in law enforcement; during his career, he has served the community in several capacities, including as an investigator, patrol officer, school resource officer, special response team member, sergeant, general instructor, defensive tactics instructor, crisis interventionist, narcotics investigator, and field training officer; through these roles, he has worked to protect the public, mentor fellow officers, and help train the next generation of law-enforcement professionals; and
WHEREAS, Marcus Hickman has also been deeply involved in community leadership, previously serving as president of the King and Queen branch of the NAACP and volunteering as a youth basketball coach in Williamsburg and King and Queen County, helping to mentor and guide young people both on and off the court; and
WHEREAS, Marcus Hickman is regularly invited to speak at various venues, where he addresses topics including community development, public safety, and inspiring individuals to rebuild their lives and find renewed purpose after hardship; and
WHEREAS, in addition to public service and the ministry, Marcus Hickman is the owner of a small business, Sod Layers LLC, located in Spotsylvania, providing landscaping and sod installation services throughout the region; and
WHEREAS, through his leadership, compassion, and dedication to service, Marcus Hickman continues to make a meaningful impact on the lives of many throughout the Commonwealth; now, therefore, be it
RESOLVED by the House of Delegates, That Marcus Hickman hereby be commended for his long and faithful service to his congregation, his community, and the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Marcus Hickman as an expression of the House of Delegates' admiration for his accomplishments.
