Celebrating the life of William Luther Bushong.
Agreed to by the House of Delegates, February 9, 2026
WHEREAS, William Luther Bushong, a beloved husband, father, and grandfather, accomplished insurance director, and cherished member of the Shenandoah County community, died on November 25, 2025; and
WHEREAS, William “Billy” Luther Bushong was born in Torrington, Wyoming, and graduated from Central High School in Woodstock, where he lettered in track and field; and
WHEREAS, Billy Bushong began his professional career as an electrician and later shifted to farming and crop insurance when he took a job with the Federal Crop Insurance Corporation in 1980; and
WHEREAS, Billy Bushong subsequently worked for a number of companies, including Rain and Hail, becoming an area director for most of the eastern United States and in charge of compliance before retiring in 2015; and
WHEREAS, actively involved in 4–H and the FFA from a young age, Billy Bushong went on to become a vital member of the Shenandoah County Fair Association's livestock show and sale, contributing greatly to the event's success; and
WHEREAS, Billy Bushong's passions included horse riding and cooking, and he was happiest of all when spending quality time with family and friends; and
WHEREAS, Billy Bushong will be fondly remembered and dearly missed by his loving wife of 60 years, Dolores; his sons, Wade and Wyatt, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of William Luther Bushong, a revered member of the Shenandoah County community whose kindness, generosity, and willingness to help others made an impact on countless lives; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of William Luther Bushong as an expression of the House of Delegates' respect for his memory.
