Commending the Portsmouth Adult Recovery Court.
Agreed to by the House of Delegates, February 9, 2026
WHEREAS, the Portsmouth Adult Recovery Court, a specialized court for individuals with nonviolent drug offenses and recovery-related cases, celebrated its 25th anniversary in 2025; and
WHEREAS, the Portsmouth Adult Recovery Court was founded by the Honorable Johnny E. Morrison, former chief judge of the Third Circuit Court of Virginia, and was first implemented in 2000; and
WHEREAS, the Portsmouth Adult Recovery Court addresses substance-abuse-related issues to reduce recidivism and reunite families, making a positive and lasting impact on the community; and
WHEREAS, since its founding, hundreds of individuals have successfully completed the Portsmouth Adult Recovery Court's program and taken meaningful steps toward improving their lives; and
WHEREAS, the Portsmouth Adult Recovery Court offers individuals an opportunity for redemption, enabling them to restore themselves and become productive and engaged members of society; and
WHEREAS, the Portsmouth Adult Recovery Court holds graduation ceremonies when its participants complete the program, providing an opportunity to reflect upon the ways in which the court has transformed so many lives; now, therefore, be it
RESOLVED by the House of Delegates, That the Portsmouth Adult Recovery Court hereby be commended on the occasion of its 25th anniversary; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Portsmouth Adult Recovery Court as an expression of the House of Delegates' admiration for the court's contributions to Portsmouth and the Commonwealth.
