WHEREAS, Franklin Delano Yancey, Sr., an honorable veteran, accomplished businessman and pharmacist, loving husband, father, and grandfather, and beloved member of the Blackstone community, died on December 18, 2025; and
WHEREAS, after earning a bachelor's degree from Ferrum College, Franklin “Doc” Yancey graduated from what is today the Virginia Commonwealth University School of Pharmacy in 1967, then served his country with honor and distinction as a member of the United States Army for several years; and
WHEREAS, following his service, Doc Yancey assumed ownership of Spencer's Drug Store in Blackstone, then dedicated himself to serving the pharmaceutical and health needs of the Blackstone community for more than 40 years; and
WHEREAS, beyond his pharmacy business, Doc Yancey gave generously of his time for the benefit of the Blackstone community as a member of the local Rotary Club and chamber of commerce; and
WHEREAS, Doc Yancey was cherished by those who knew him for his kindness, generosity, quick wit, warm smile, and ability to make others feel seen, valued, and uplifted; and
WHEREAS, Doc Yancey was an avid sports fan who relished every opportunity to support his local teams, and he contributed to the growth and success of young people as a Little League coach; and
WHEREAS, guided throughout his life by his faith, Doc Yancey enjoyed worship and fellowship with his community at Crenshaw United Methodist Church in Blackstone, where he was a devoted member of the men's Bible study class; and
WHEREAS, preceded in death by his wife, Debbie, Doc Yancey will be fondly remembered and dearly missed by his children, Franklin, Jr., Cameron, and Allison, and their families; and by numerous other family members and friends; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Franklin Delano Yancey, Sr., a pillar of the Blackstone community whose legacy of joy, love, and service will forever inspire all who knew him; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Franklin Delano Yancey, Sr., as an expression of the General Assembly's respect for his memory.
