WHEREAS, Veronica Denise Davis, a devoted and distinguished public servant, concluded an exceptional 35-year career with the Virginia Department of Behavioral Health and Developmental Services, retiring in August 2025; and
WHEREAS, over the course of her remarkable tenure, Veronica Davis helped the Virginia Department of Behavioral Health and Developmental Services (DBHDS) and the State Board of Behavioral Health and Developmental Services fulfill their mission to enact and enforce regulations that protect individual rights, ensure public health and safety, and guide the operations of community-based mental health, developmental, and substance use services and facilities across the Commonwealth; and
WHEREAS, Veronica Davis served in a broad range of roles including recreational therapist, recreational therapist supervisor, social worker, adjunct faculty member, licensing specialist, regional manager for the Office of Licensing, and ultimately, as the associate director of state operations within the Office of Licensing, demonstrating exceptional leadership, institutional knowledge, and unwavering dedication at every level; and
WHEREAS, Veronica Davis generously dedicated her time, talents, and tireless energy to serving the residents of the Commonwealth, earning the respect of colleagues and stakeholders alike for her integrity, professionalism, and forthright collaboration, personifying the best virtues of a public servant; and
WHEREAS, Veronica Davis touched countless lives through her steadfast commitment to public service, her advocacy for the self-determination, empowerment, and recovery of individuals, and her enduring efforts to advance the mission and values of DBHDS; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Veronica Denise Davis for her exemplary contributions to the Commonwealth on the occasion of her retirement from the Virginia Department of Behavioral Health and Developmental Services; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Veronica Denise Davis as an expression of the General Assembly's admiration for her extraordinary legacy of service to Virginians.
