WHEREAS, John W. Ormond, a project manager at Newport News Shipbuilding and a longtime scoutmaster with Scouting America's Troop 3 and its companion Sea Scout Ship 37 in Smithfield, was named the Smithfield Citizen of the Year by the Rotary Club of Smithfield and the Smithfield Ruritan Club in 2025; and
WHEREAS, John Ormond began volunteering with Scouting America, formerly the Boy Scouts of America, as the committee chair for Cub Scout Pack 7, where he organized cub mobile races in downtown Smithfield and the pack's pinewood derby races; and
WHEREAS, John Ormond joined Troop 3 as an assistant scoutmaster in 2000 when his oldest son graduated from Cub Scouts and assumed leadership of the troop as scoutmaster in 2005; and
WHEREAS, John Ormond oversaw Troop 3's summer camp programs for two decades and organized numerous trips for the scouts to national outdoor attractions, including the Grand Canyon, Yellowstone National Park, and Shenandoah National Park; and
WHEREAS, John Ormond was a founding member and first skipper of Sea Scout Ship 37, and he has led the scouts in the repair and maintenance of a fleet of boats and to various ports of call in the region; and
WHEREAS, as a testament to John Ormond's dedication, he has continued to volunteer his time with Scouting America after his three children achieved the Eagle Scout rank and graduated from the organization; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend John W. Ormond for being named the 2025 Smithfield Citizen of the Year; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to John W. Ormond as an expression of the General Assembly's admiration for his contributions to Smithfield and the Commonwealth.
