Celebrating the life of K9 Scout.
Agreed to by the Senate, March 10, 2026
WHEREAS, K9 Scout, a bloodhound dog with the Suffolk Police Department whose tracking skills resulted in multiple arrests and successful rescues, died on May 27, 2025; and
WHEREAS, K9 Scout joined the Suffolk Police Department as an eight-week-old puppy in May 2021 and was the first bloodhound dog in the department's ranks for nearly 50 years; and
WHEREAS, K9 Scout and his handler, Master Police Officer (MPO) Sean Powell, completed training and received certification through the Virginia Police Work Dog Association, then began working on active cases in March 2022; within his first three days on the job, K9 Scout conducted two successful trails that directly led to arrests; and
WHEREAS, K9 Scout became an integral member of the Suffolk Police Department, whose presence inspired confidence in other police officers and enabled them to fulfill their duties; he was also known for his ability to work seamlessly with patrol dogs on high-risk tracks; and
WHEREAS, as a dual-purpose trailing canine, K9 Scout participated not only in criminal investigations, but search and rescue operations, such as when he helped locate an 11-year-old girl who had been missing for more than an hour; and
WHEREAS, over the course of his career, K9 Scout was a part of more than 100 tracking and location incidents and participated in countless community events; he received two Departmental Commendations and three Departmental Noteworthy Performance Awards; and
WHEREAS, in 2023, K9 Scout and MPO Powell jointly received an Award of Merit from the Virginia Police Work Dog Association for multiple finds; and
WHEREAS, K9 Scout will be fondly remembered and greatly missed by the members of the Suffolk Police Department, for whom he was both a partner and protector; now, therefore, be it
RESOLVED, That the Senate of Virginia hereby note with great sadness the loss of K9 Scout, a beloved, hard-working member of the Suffolk Police Department; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Master Police Officer Sean Powell as an expression of the Senate of Virginia's respect for the memory of K9 Scout.
