Agreed to by the Senate, January 29, 2026
WHEREAS, Lucille Hoback Boggess, a champion for veterans of World War II and a trailblazing public servant in Bedford County, died on November 19, 2025; and
WHEREAS, Lucille Boggess was one of seven children born to Macie Robertson and John Hoback and tragically lost two of her brothers, Bedford and Raymond, when they were killed in action during the D-Day invasion of Normandy, France, during World War II; and
WHEREAS, Lucille Boggess graduated from the former Bedford High School and began working in the office of the Bedford County Commissioner of Revenue while pursuing higher education; and
WHEREAS, in 1967, Lucille Boggess was elected as commissioner of revenue, making history as the first woman elected to a countywide office in Bedford County; she subsequently became the first woman elected to the Bedford County Board of Supervisors and continued to serve the community with dedication, integrity, and distinction; and
WHEREAS, beginning in the 1980s, Lucille Boggess began to develop connections with D-Day veterans and ultimately resolved to create a national memorial that would preserve their legacy; and
WHEREAS, Lucille Boggess served as a founding board member of the National D-Day Memorial, which opened in 2001, and worked diligently for many years to honor not only her brothers, but the service and sacrifices of all Allied forces during the D-Day campaign; and
WHEREAS, predeceased by her husband of 60 years, Ralph, Lucille Boggess will be fondly remembered and greatly missed by her children, Carl, Ann, John, and David, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED, That the Senate of Virginia hereby note with great sadness the loss of Lucille Hoback Boggess, a public servant, advocate for veterans, and pillar of the Bedford County community; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Lucille Hoback Boggess as an expression of the Senate of Virginia's respect for her memory.
