WHEREAS, Curtis Allen, an academic scholar and running back on the Virginia Union University football team, received the Harlon Hill Trophy in 2025; and
WHEREAS, Curtis Allen made history as the first player from a Historically Black College or University (HBCU), the Central Intercollegiate Athletic Association (CIAA), and the Commonwealth to win the Harlon Hill Trophy, which recognizes the National Collegiate Athletic Association (NCAA) Division II player of the year and is the division's equivalent to the Heisman Trophy; and
WHEREAS, after patiently waiting for his moment to arrive, Curtis Allen led all divisions across several offensive categories and had more than 100 yards in every game, including a standout 369-yard performance against Bluefield State University that set a CIAA single-game rushing record; and
WHEREAS, over his historic year, Curtis Allen, who is known nationally as “Mr. 2K” and in the locker room as “the Quiet Storm,” set a NCAA Division II and CIAA single-season rushing record with 2,409 yards and had a nation's best 30 rushing touchdowns; and
WHEREAS, in his 2025 campaign, Curtis Allen led the Virginia Union University football team to its third consecutive CIAA championship appearance and its fourth consecutive NCAA Division II playoff appearance; and
WHEREAS, in addition to the Harlon Hill Trophy, Curtis Allen's remarkable season also garnered him the Willie Lanier Award from the Touchdown Club of Richmond, as well as CIAA Offensive Player of the Year and HBCU GO Offensive Player of the Year honors; and
WHEREAS, through his hard work and determination, Curtis Allen has redefined athletic excellence and brought pride to the Commonwealth, earning him the praise and admiration of all Virginians; now, therefore, be it
RESOLVED by the Senate of Virginia, That Curtis Allen hereby be commended for winning the Harlon Hill Trophy in 2025; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Curtis Allen as an expression of the Senate of Virginia's high regard for his achievement and best wishes for his continued success.
