Commending Joseph P. Casey, Ph.D.
Agreed to by the Senate, January 29, 2026
WHEREAS, Joseph P. Casey, Ph.D., an esteemed public administrator who has greatly served Chesterfield County as its county administrator for the past decade, will retire on July 1, 2026; and
WHEREAS, Joseph “Joe” Casey earned a bachelor's degree in accounting from the University of Richmond and worked briefly as an accountant with KPMG before embarking on his career in local government as a deputy county administrator with Hanover County; and
WHEREAS, Joe Casey earned both a master's degree in public finance and a doctoral degree in public policy from Virginia Commonwealth University and served for three years as deputy county manager of Henrico County before he was appointed county administrator of Chesterfield County in July 2016; and
WHEREAS, as county administrator, Joe Casey oversaw a staff of more than 4,000 full-time employees and an operating budget of $2.4 billion to implement an array of programs and services benefiting the citizens of Chesterfield County; and
WHEREAS, during his tenure, Joe Casey bolstered Chesterfield County's long-term fiscal standing by attracting a number of world-class businesses to the locality, generating $12 billion in capital investment and the creation of 10,200 new jobs, and by maintaining the locality's AAA bond rating through sound financial management; and
WHEREAS, Joe Casey advanced a number of infrastructure projects improving transportation and utility services in the region, while managing the construction of 13 new schools and three new fire stations, enhancements at local libraries, parks, and recreational facilities, and the adoption of a new zoning ordinance; and
WHEREAS, Joe Casey fostered productive relationships with the local business community, institutions of higher education, and nonprofit organizations to strengthen the Chesterfield County government's ability to make a positive impact in the lives of the county's residents; and
WHEREAS, Joe Casey guided the restructuring of departments within the Chesterfield County government to prepare the locality for the challenges of today and shepherded the rollout of a new pay plan for teachers, law-enforcement officers, firefighters, and other county employees to ensure the locality's competitiveness in the local job market; and
WHEREAS, with extraordinary integrity, compassion, and dedication to the well-being of the community he served, Joe Casey helped Chesterfield County reach new levels of excellence during his tenure, earning the praise and esteem of all Virginians; now, therefore, be it
RESOLVED by the Senate of Virginia, That Joseph P. Casey, Ph.D., county administrator of Chesterfield County, hereby be commended on the occasion of his retirement; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Joseph P. Casey, Ph.D., as an expression of the Senate of Virginia's admiration for his contributions to Chesterfield County and the Commonwealth.
