AN ACT Relating to creating a task force on housing cost driver 1
analysis; creating a new section; and providing an expiration date.2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:3
NEW SECTION. Sec. 1. (1)(a) A legislative task force on housing 4
cost driver analysis is established, with members as provided in this 5
subsection.6
(i) The president of the senate shall appoint one member from 7
each of the two largest caucuses of the senate. 8
(ii) The speaker of the house of representatives shall appoint 9
one member from each of the two largest caucuses of the house of 10
representatives. 11
(iii) The president of the senate and the speaker of the house of 12
representatives jointly shall appoint the following members:13
(A) Two economists with expertise in the economic disciplines 14
most relevant to the issue of housing cost drivers;15
(B) One member representing nonprofit housing developers;16
(C) One member representing for-profit housing developers;17
(D) One member representing builders; 18
(E) One member representing labor; 19
(F) One member representing realtors; 20
(G) One member representing cities; 21

(b) The task force shall choose its cochairs from among its 13
legislative membership. The legislative membership shall convene the 14
initial meeting of the task force. 15
(2) The task force shall research, analyze, and determine the 16
primary cost drivers for housing in Washington state.17
(3) Staff support for the task force must be provided by the 18
senate committee services and the house of representatives office of 19
program research. 20
(4) The task force, in completing the duties prescribed by this 21
section, shall solicit and consider information and perspectives 22
provided by the affordable housing advisory board and persons and 23
entities with relevant interest and expertise. 24
(5) Legislative members of the task force are reimbursed for 25
travel expenses in accordance with RCW 44.04.120. Nonlegislative 26
members are not entitled to be reimbursed for travel expenses if they 27
are elected officials or are participating on behalf of an employer, 28
governmental entity, or other organization. Any reimbursement for 29
other nonlegislative members is subject to chapter 43.03 RCW.30
(6) The expenses of the task force must be paid jointly by the 31
senate and the house of representatives. Task force expenditures are 32
subject to approval by the senate facilities and operations committee 33
and the house of representatives executive rules committee, or their 34
successor committees. 35
(7) The task force shall report its findings and recommendations 36
to the appropriate committees of the legislature by December 1, 2026.37
(8) This section expires June 1, 2027. 38
