AN ACT Relating to the governor's authority to limit outside 1
militia activities within the state; adding a new section to chapter 2
38.08 RCW; and declaring an emergency. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 38.08 5
RCW to read as follows: 6
A militia from another state may not enter the state to enforce 7
state or federal laws without the written authorization of the 8
governor or a federal call to service pursuant to RCW 38.08.010. The 9
governor may withdraw a previously granted authorization at any time, 10
including any compact or agreement pursuant to RCW 38.08.100. 11
Immediately after receiving written notice of withdrawal or denial of 12
entry, the militia must cease its activities and leave the state.13
NEW SECTION. Sec. 2. This act is necessary for the immediate 14
preservation of the public peace, health, or safety, or support of 15
the state government and its existing public institutions, and takes 16
effect immediately.17
