AN ACT Relating to establishing a grant program for the purchase 1
and distribution of essential baby products; and adding a new section 2
to chapter 43.330 RCW. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 43.330 5
RCW to read as follows: 6
(1) Subject to the availability of amounts appropriated for this 7
specific purpose, the department must administer a grant program to 8
provide grants to providers that operate diaper banks. Grant funding 9
must be used for the purchase of diapers, wipes, and other essential 10
baby products for distribution to families in need.11
(2) Providers must apply for grant funding in a manner and on a 12
timeline determined by the department. 13
(3) The department must prioritize grants to providers serving or 14
located in marginalized low-income communities or communities of 15
color that are members of the national diaper bank network or 16
equivalent successor organization, or, in communities where a 17
national diaper bank network member does not exist, providers with 18
sufficient storage, purchasing ability, and distribution capacity to 19
manage the grant, and at least a two-year track record of 20
distributing baby or other family essentials goods at scale.21
