AN ACT Relating to delaying the use of the ASAM 4 criteria, 1
treatment criteria for addictive, substance related, and co-occurring 2
conditions; and amending RCW 71.24.619 and 48.43.764.3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
Sec. 1. RCW 71.24.619 and 2024 c 366 s 12 are each amended to 5
read as follows: 6
When updated versions of the ASAM Criteria, treatment criteria 7
for addictive, substance related, and co-occurring conditions, 8
inclusive of adolescent and transition age youth versions, are 9
published by the American society of addiction medicine, the health 10
care authority and the office of the insurance commissioner shall 11
jointly determine whether to use the updated version, and, if so, the 12
date upon which the updated version must begin to be used by medicaid 13
managed care organizations, carriers, and other relevant entities. 14
Both agencies shall post notice of their decision on their websites. 15
For purposes of the ASAM Criteria, 4th edition, medicaid managed care 16
organizations and carriers shall begin to use the updated criteria no 17
later than January 1, ((2026)) 2028, unless the health care authority 18
and the office of the insurance commissioner jointly determine that 19
it should not be used. 20
