BSA transfers

AN ACT Relating to budget stabilization account transfers; adding 1
a new section to chapter 43.79 RCW; and creating a new section.2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:3
NEW SECTION. Sec. 1. (1) The legislature finds that due to the 4
increasing cost and utilization of services, additional fiscal 5
resources are required to maintain critical services supporting the 6
health, general welfare, and public safety of Washingtonians.7
(2) Therefore, the intent of this act is to transfer funds from 8
the budget stabilization account to the state general fund to support 9
state services in fiscal year 2026. In addition, the intent of this 10
act is for those funds transferred in fiscal year 2026 to be repaid 11
from the state general fund to the budget stabilization account by 12
the end of fiscal year 2029. 13
NEW SECTION. Sec. 2. A new section is added to chapter 43.79 14
RCW to read as follows: 15
(1) By June 15, 2026, the state treasurer shall transfer the sum 16
of $1,632,500,000 from the budget stabilization account to the state 17
general fund. 18
(2) To repay the budget stabilization account for the transfer in 19
subsection (1) of this section, the state treasurer shall transfer 20

the following sums from the state general fund to the budget 1
stabilization account on the dates indicated: 2
(a) $816,250,000 from the state general fund to the budget 3
stabilization account on June 30, 2028; and 4
(b) $816,250,000 from the state general fund to the budget 5
stabilization account on June 30, 2029. 6
(3) For purposes of RCW 43.88.055(4), the transfers in this 7
section do not alter the requirement to balance in ensuing biennia.8
