AN ACT Relating to domestic violence co-responder programs; 1
reenacting and amending RCW 36.18.010; and adding new sections to 2
chapter 43.280 RCW. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 43.280 5
RCW to read as follows: 6
The domestic violence co-responder account is created in the 7
state treasury. All receipts from fees imposed for deposit in the 8
domestic violence co-responder account under RCW 36.18.010 must be 9
deposited into the account. Moneys in the account may be spent only 10
after appropriation. Expenditures from the account may be used only 11
for the domestic violence co-responder grant program created in 12
section 2 of this act. 13
NEW SECTION. Sec. 2. A new section is added to chapter 43.280 14
RCW to read as follows: 15
(1) The domestic violence co-responder grant program is created 16
to be administered by the office of crime victims advocacy.17
(2) The domestic violence co-responder grant program must:18

(a) Award matching grants to cities and counties for the purpose 1
of establishing and operating domestic violence co-responder 2
programs; 3
(b) Provide contracted technical assistance and training for 4
grantees related to domestic violence co-responder programs; and5
(c) Provide contracted services to assist grantees in billing 6
health insurance for domestic violence co-responder services.7
(3) For the purposes of this section, a "domestic violence co-8
responder program" is a program utilizing domestic violence victim 9
advocates that are summoned by law enforcement to the scene of a 10
domestic violence incident and that provide whole family support, 11
resource connection, and care navigation for victims.12
Sec. 3. RCW 36.18.010 and 2023 c 340 s 8 and 2023 c 277 s 9 are 13
each reenacted and amended to read as follows: 14
Except as otherwise ordered by the court pursuant to RCW 15
4.24.130, county auditors or recording officers shall collect the 16
following fees for their official services: 17
(1) For recording instruments, for the first page eight and one-18
half by 14 inches or less, $5; for each additional page eight and 19
one-half by 14 inches or less, $1. The fee for recording multiple 20
transactions contained in one instrument will be calculated for each 21
transaction requiring separate indexing as required under RCW 22
65.04.050 as follows: The fee for each title or transaction is the 23
same fee as the first page of any additional recorded document; the 24
fee for additional pages is the same fee as for any additional pages 25
for any recorded document; the fee for the additional pages may be 26
collected only once and may not be collected for each title or 27
transaction; 28
(2) For preparing and certifying copies, for the first page eight 29
and one-half by 14 inches or less, $3; for each additional page eight 30
and one-half by 14 inches or less, $1; 31
(3) For preparing noncertified copies, for each page eight and 32
one-half by 14 inches or less, $1; 33
(4) For administering an oath or taking an affidavit, with or 34
without seal, $2; 35
(5) For issuing a marriage license((,)):36
(a) An $8 fee, (this fee includes taking necessary affidavits, 37
filing returns, indexing, and transmittal of a record of the marriage 38
to the state registrar of vital statistics); plus ((an))39

(b) An additional $5 fee for use and support of the prevention of 1
child abuse and neglect activities to be transmitted monthly to the 2
state treasurer and deposited in the state general fund; plus ((an))3
(c) An additional $10 fee to be transmitted monthly to the state 4
treasurer and deposited in the state general fund ((. The legislature 5
intends to appropriate an amount at least equal to the revenue 6
generated by this fee for the purposes of the displaced homemaker 7
act, chapter 28B.04 RCW)); plus8
(d) An additional $100 fee to be transmitted monthly to the state 9
treasurer for deposit into the domestic violence co-responder account 10
created in section 1 of this act;11
(6) For searching records per hour, $8; 12
(7) For recording plats, 50 cents for each lot except cemetery 13
plats for which the charge shall be 25 cents per lot; also $1 for 14
each acknowledgment, dedication, and description: PROVIDED, That 15
there shall be a minimum fee of $25 per plat; 16
(8) For recording of miscellaneous records not listed above, for 17
the first page eight and one-half by 14 inches or less, $5; for each 18
additional page eight and one-half by 14 inches or less, $1;19
(9) For modernization and improvement of the recording and 20
indexing system, a surcharge as provided in RCW 36.22.170;21
(10) For recording an emergency nonstandard document as provided 22
in RCW 65.04.047, $50, in addition to all other applicable recording 23
fees; 24
(11) For recording instruments, a $3 surcharge to be deposited 25
into the Washington state library operations account created in RCW 26
43.07.129; 27
(12) For recording instruments, a $2 surcharge to be deposited 28
into the Washington state library-archives building account created 29
in RCW 43.07.410 until the financing contract entered into by the 30
secretary of state for the Washington state library-archives building 31
is paid in full; 32
(13) For recording instruments, the surcharge as provided in RCW 33
36.22.250; and 34
(14) For recording instruments, except for documents exempt under 35
RCW 36.22.185(2), an assessment as provided in RCW 36.22.185.36
