AN ACT Relating to advanced placement, international 1
baccalaureate, and Cambridge international exams; amending RCW 2
28A.600.280; and adding a new section to chapter 28A.600 RCW.3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 28A.600 5
RCW to read as follows: 6
(1) The office of the superintendent of public instruction must 7
subsidize student fees related to exam registration and 8
administration for students taking the following exams:9
(a) AP; 10
(b) International baccalaureate; and 11
(c) Cambridge international. 12
(2) The office of the superintendent of public instruction and 13
other recipients of state funds appropriated for the purposes of this 14
section may not use the funds to supplant federal and private funds 15
that subsidize the student fees related to exam registration and 16
administration for the exams included under this section.17
Sec. 2. RCW 28A.600.280 and 2022 c 75 s 1 are each amended to 18

(1) The education data center established in RCW 43.41.400, in 1
collaboration with the office of the superintendent of public 2
instruction, the state board of education, the state board for 3
community and technical colleges, the Washington state apprenticeship 4
and training council, the workforce training and education 5
coordinating board, the student achievement council, and the public 6
four-year institutions of higher education, shall prepare the dual 7
credit report required by this section. 8
(2) Annually, by September 1st, the education data center must 9
submit the report to the appropriate committees of the legislature, 10
in accordance with RCW 43.01.036. 11
(3) The report must include: 12
(a) Data about student participation rates, award of high school 13
credit, award of postsecondary credit at an institution of higher 14
education, and academic performance for each dual credit program; and15
(b) Data on the total unduplicated head count and percentage of 16
students enrolled, students who have been awarded high school credit, 17
and students who have been awarded postsecondary credit at an 18
institution of higher education, in at least one dual credit program 19
course. 20
(4) Data described in subsection (3) of this section must be 21
disaggregated by dual credit program, by the student categories and 22
subcategories described in RCW 28A.300.042 (1) and (3), and by:23
(a) Gender; 24
(b) Students who are dependent pursuant to chapter 13.34 RCW;25
(c) Students who are homeless as defined in RCW 43.330.702; and26
(d) Multilingual/English learners. 27
(5)(a) The report must also recommend additional categories of 28
data reporting and disaggregation. For each additional category, the 29
report must describe: 30
(i) The purpose for reporting on, or disaggregating by, the 31
category; 32
(ii) The specific metric or indicator to be used;33
(iii) Whether the specific metric or indicator is a new data 34
point; and 35
(iv) Which educational entities should be responsible for 36
collecting the data. 37
(b) ((The 2022 report must recommend whether to require: (i) 38
Reporting of data related to the application of postsecondary credits 39
earned through a dual credit program towards postsecondary 40

credentials and degrees; and (ii) comparison of postsecondary 1
credential and degree attainment between students who did or did not 2
participate in a dual credit program, and between students who 3
participated in different dual credit programs )) The 2026 report must 4
include an analysis of whether the policy in section 1 of this act 5
resulted in a change in the exam passage rates and the demographics 6
of students participating in advanced placement, international 7
baccalaureate, and Cambridge international courses.8
(6) For the purposes of this section, "dual credit program" means 9
running start under RCW 28A.600.300, college in the high school under 10
RCW 28A.600.287, career and technical education dual credit, 11
Cambridge international, international baccalaureate, advanced 12
placement, and other programs in which a student qualifies for 13
postsecondary and high school credit upon either successfully 14
completing the course or passing an exam. 15
