AN ACT Relating to livestock methane emissions; adding a new 1
section to chapter 70A.15 RCW; and creating a new section.2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:3
NEW SECTION. Sec. 1. (1) The legislature finds that methane is 4
a potent greenhouse gas, and that Washington continues to experience 5
the dangerous impacts of climate change from greenhouse gas 6
emissions, including devastating fires, drought conditions, and 7
record-breaking summer temperatures.8
(2) The legislature finds cattle release significant amounts of 9
methane through their digestion process and manure production.10
(3) The legislature further finds that dairies and feed lots in 11
the state are not currently required to report any information 12
regarding the level of their methane emissions and, therefore, there 13
is a notable gap in the state's knowledge of the contribution of this 14
industry to greenhouse gas emissions. 15
(4) Therefore, it is the intent of the legislature to better 16
understand the scale and scope of methane emissions from dairies and 17
feed lots in the state, by gathering basic information regarding the 18
level of their emissions. 19

NEW SECTION. Sec. 2. A new section is added to chapter 70A.15 1
RCW to read as follows: 2
(1) Beginning January 1st of the year following the year in which 3
the department adopts rules to implement this section, each owner or 4
operator of a dairy farm or feed lot in the state must submit an 5
annual report to the department with the total metric tons of methane 6
emitted from the dairy farm or feed lot in the preceding calendar 7
year. 8
(2) For the first report due under subsection (1) of this 9
section, the owner or operator may estimate the total annual 10
emissions by multiplying the average total monthly emissions over a 11
consecutive three-month period within the calendar year covered by 12
the report. 13
(3) The department must adopt rules to implement this section, 14
including a reporting schedule that provides reasonable lead time for 15
the first report. 16
(4) For the purposes of this section: 17
(a) "Dairy farm" means any farm that is licensed to produce milk 18
under chapter 15.36 RCW. 19
(b) "Feed lot" has the same meaning as "certified feed lot" in 20
RCW 16.58.020. 21
