AN ACT Relating to providing an exemption for women, infants, and 1
children program staff to perform hematological screening tests; and 2
amending RCW 18.360.090. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
Sec. 1. RCW 18.360.090 and 2012 c 153 s 10 are each amended to 5
read as follows: 6
Nothing in this chapter prohibits or affects: 7
(1) A person licensed under this title performing services within 8
his or her scope of practice; 9
(2) A person performing functions in the discharge of official 10
duties on behalf of the United States government including, but not 11
limited to, the armed forces, coast guard, public health service, 12
veterans' bureau, or bureau of Indian affairs; 13
(3) A person trained by a federally approved end-stage renal 14
disease facility who performs end-stage renal dialysis in the home 15
setting; 16
(4) A person registered or certified under this chapter from 17
performing blood-drawing procedures in the residences of research 18
study participants when the procedures have been authorized by the 19
institutional review board of a comprehensive cancer center or 20
Z-0165.1

nonprofit degree-granting institution of higher education and are 1
conducted under the general supervision of a physician; ((or))2
(5) A person participating in an externship as part of an 3
approved medical assistant training program under the direct 4
supervision of an on-site health care provider; or5
(6) A person working at a special supplemental nutrition program 6
for women, infants, and children (WIC) clinic administering tests and 7
evaluations, provided that these tests and evaluations are limited to 8
hematological tests via heel-stick, toe-stick, or finger-stick 9
sampling. 10
