AN ACT Relating to the care of students with adrenal 1
insufficiency by parent-designated adults; adding a new section to 2
chapter 28A.210 RCW; and creating a new section. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. (1)(a) The legislature recognizes that not 5
every public school has a full-time school nurse and that there are 6
restrictions on who can provide nursing care, including medication 7
administration, to students.8
(b) The legislature further recognizes that parent-designated 9
adults are volunteers, who may be school employees, and who provide 10
care for the student consistent with the student's individual health 11
plan. Legislation enacted in 2002 authorized parent-designated adults 12
to provide care for students with diabetes. Legislation enacted in 13
2013 authorized parent-designated adults to provide care for students 14
with seizure disorders, including epilepsy. 15
(2) The legislature finds that adrenal insufficiency is a rare 16
condition in which the adrenal glands do not produce enough cortisol. 17
If cortisol levels drop too low, which can happen when a person is 18
stressed, ill, or injured, a person will experience abdominal pain, 19
fatigue, dizziness, and ultimately go into shock. Acute severe 20
adrenal insufficiency is a life-threatening situation that requires 21

emergency treatment with cortisol or similar medication to prevent 1

(3) Therefore, the legislature intends to authorize parent-3
designated adults to provide care for students with adrenal 4
insufficiency. 5
NEW SECTION. Sec. 2. A new section is added to chapter 28A.210 6
RCW to read as follows: 7
A parent-designated adult may provide care for students with 8
adrenal insufficiency, if needed. Requirements for parent-designated 9
adult eligibility, limitations on supervision, and related provisions 10
are provided in RCW 28A.210.260(1)(h). 11
