AN ACT Relating to prohibiting the expenditure of Washington 1
state funds for any capital costs of a transit agency created 2
pursuant to the laws of an adjacent state; adding a new section to 3
chapter 47.66 RCW; providing an effective date; and declaring an 4
emergency. 5
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:6
NEW SECTION. Sec. 1. A new section is added to chapter 47.66 7
RCW to read as follows: 8
(1) No Washington state funds may be expended for the 9
construction of any capital project; the purchase of any transit 10
vehicle; the purchase of any other capital item; or any other capital 11
cost, for a transit agency created pursuant to the laws of an 12
adjacent state. 13
(2) For purposes of this section, "transit vehicle" means every 14
motor vehicle, streetcar, train, trolley vehicle, and any other 15
device, which is used for the purpose of carrying passengers together 16
with incidental baggage and freight on a regular schedule.17
NEW SECTION. Sec. 2. This act is necessary for the immediate 18
preservation of the public peace, health, or safety, or support of 19
