AN ACT Relating to convening a work group regarding the 1
streamlining of permitting for transportation projects; creating a 2
new section; and providing an expiration date. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. (1) The department of transportation, in 5
consultation with the department of ecology, shall convene a work 6
group to develop recommendations to streamline the permitting of 7
transportation projects.8
(2) The work group shall consist of the following members:9
(a) One representative from the department of transportation to 10
be appointed by the secretary of the department; 11
(b) One representative from the department of ecology to be 12
appointed by the director of the department; 13
(c) One representative from the department of fish and wildlife 14
to be appointed by the director of the department;15
(d) One representative from the association of Washington cities;16
(e) One representative from the Washington state association of 17
counties; 18
(f) One representative from an organization representing general 19
contractors; 20
(g) One representative of the construction trades; and21

(h) One representative of tribal governments, invited by the 1
secretary of the department of transportation. 2
(3) The work group shall develop recommendations to reduce 3
project costs and the time required from project conception to 4
project completion. These recommendations must ensure that all 5
appropriate environmental and regulatory protections are maintained.6
(4) Staff support to the work group must be provided by the 7
department of transportation. 8
(5) The work group shall convene its first meeting by July 30, 9
2025, and shall submit a report to the legislature detailing its work 10
and any recommendations, including any recommendations for 11
legislation, by November 1, 2026. 12
(6) This section expires December 31, 2026. 13
