AN ACT Relating to professional license accounts and fees; adding 1
a new section to chapter 43.24 RCW; adding a new section to chapter 2
18.140 RCW; and declaring an emergency. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 43.24 5
RCW to read as follows: 6
The department shall have up to three biennia to balance 7
professional license accounts if, due to an error by the department, 8
an increase in licensing fees of more than 33 percent would be 9
required to balance a professional licensing account within the 10
current biennium. 11
NEW SECTION. Sec. 2. A new section is added to chapter 18.140 12
RCW to read as follows: 13
(1) Within 60 days of the effective date of this section, the 14
department shall examine its records to identify every individual who 15
was required to pay a fee in excess of a 33 percent increase to the 16
department that was imposed to balance the real estate appraiser 17
commission account due to an error by the department within the last 18
12 months. 19

(2) The department shall issue a one-time refund of the excess 1
fee to every individual identified pursuant to subsection (1) of this 2
section within 30 days. 3
NEW SECTION. Sec. 3. This act is necessary for the immediate 4
preservation of the public peace, health, or safety, or support of 5
the state government and its existing public institutions, and takes 6
effect immediately.7
