AN ACT Relating to lowering taxes and providing smaller, smarter 1
government by sunsetting all nonconstitutionally mandated state 2
agencies, commissions, boards, task forces, work groups, and councils 3
every 10 years absent affirmative reestablishment by the legislature; 4
adding a new chapter to Title 43 RCW; and creating a new section.5
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:6
NEW SECTION. Sec. 1. The legislature finds that state agencies, 7
commissions, boards, task forces, work groups, and councils that do 8
not efficiently and effectively service the state's highest 9
priorities should be right-sized or dissolved. The legislature 10
further finds that requiring state government to regularly and 11
affirmatively review and reestablish every nonconstitutionally 12
mandated state agency, commission, board, task force, work group, and 13
council will both reduce the tax burden on Washington individuals, 14
families, and businesses, and also help state government to better 15
address ever evolving and emerging demands and priorities placed on 16
its limited resources.17
NEW SECTION. Sec. 2. (1) Beginning July 1, 2027, and every 10 18
years thereafter, each state agency, commission, board, task force, 19
work group, and council of the executive, judicial, and legislative 20

(1) of this section. 6
NEW SECTION. Sec. 3. Section 2 of this act constitutes a new 7
chapter in Title 43 RCW.8
