AN ACT Relating to the Columbia river recreational salmon and 1
steelhead endorsement program; adding new sections to chapter 77.12 2
RCW; and providing an effective date. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 77.12 5
RCW to read as follows: 6
The Columbia river recreational salmon and steelhead endorsement 7
program account is created in the custody of the state treasurer. All 8
receipts from Columbia river salmon and steelhead endorsement 9
purchases under section 2 of this act and gifts made for purposes of 10
the Columbia river recreational salmon and steelhead endorsement 11
program must be deposited into the account. Expenditures from the 12
account may be used only to facilitate recreational salmon and 13
steelhead selective fishing opportunities on the Columbia river and 14
its tributaries, including scientific monitoring and evaluation, data 15
collection, permitting, reporting, and enforcement. Only the director 16
or the director's designee may authorize expenditures from the 17
account. The account is subject to allotment procedures under chapter 18
43.88 RCW, but an appropriation is not required for expenditures.19

NEW SECTION. Sec. 2. A new section is added to chapter 77.12 1
RCW to read as follows: 2
(1) In addition to a recreational license required under this 3
chapter, a Columbia river salmon and steelhead endorsement is 4
required in order for any person 15 years of age or older to fish 5
recreationally for salmon or steelhead in the Columbia river and its 6
tributaries where these fisheries have been authorized by the 7
department. The cost for each endorsement is $7.50 for residents and 8
nonresidents and $6 for youth and seniors. The department shall 9
deposit all receipts from endorsement purchases into the Columbia 10
river recreational salmon and steelhead endorsement program account 11
created in section 1 of this act. 12
(2) For the purposes of this section and section 1 of this act, 13
the term "Columbia river" means the Columbia river from a line across 14
the Columbia river between Rocky Point in Washington and Tongue Point 15
in Oregon to the Chief Joseph dam. 16
NEW SECTION. Sec. 3. This act takes effect January 1, 2026.17
