AN ACT Relating to transportation resources; and creating a new 1 section. 2 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:3 NEW SECTION. Sec. 1. The legislature finds that the purpose of 4 the transportation system is to support the mobility needs of 5 Washington residents, as well as to sustain and foster the economic 6 activity and growth of the state. The legislature recognizes that the 7 transportation system has pressing near, mid, and long-term needs 8 that necessitate reliance on reliable funding sources. The 9 legislature also recognizes that the state and nation have faced 10 dramatically increasing construction costs and declining fuel tax 11 revenue due to the increasing fuel economy of motor vehicles.
