AN ACT Relating to limiting state employment based on population; 1
and amending RCW 43.41.110. 2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:3
Sec. 1. RCW 43.41.110 and 2011 1st sp.s. c 43 s 510 are each 4
amended to read as follows: 5
The office of financial management shall: 6
(1) Provide technical assistance to the governor and the 7
legislature in identifying needs and in planning to meet those needs 8
through state programs and a plan for expenditures.9
(2) Perform the comprehensive planning functions and processes 10
necessary or advisable for state program planning and development, 11
preparation of the budget, inter-departmental and inter-governmental 12
coordination and cooperation, and determination of state capital 13
improvement requirements. 14
(3) Provide assistance and coordination to state agencies and 15
departments in their preparation of plans and programs.16
(4) Provide general coordination and review of plans in 17
functional areas of state government as may be necessary for receipt 18
of federal or state funds. 19
(5) Participate with other states or subdivisions thereof in 20
interstate planning. 21

(6) Encourage educational and research programs that further 1
planning and provide administrative and technical services therefor.2
(7) Carry out the provisions of RCW 43.62.010 through 43.62.050 3
relating to the state census. 4
(8) Be the official state participant in the federal-state 5
cooperative program for local population estimates and as such 6
certify all city and county special censuses to be considered in the 7
allocation of state and federal revenues. 8
(9) Be the official state center for processing and dissemination 9
of federal decennial or quinquennial census data in cooperation with 10
other state agencies. 11
(10) Be the official state agency certifying annexations, 12
incorporations, or disincorporations to the United States bureau of 13
the census. 14
(11) Review all United States bureau of the census population 15
estimates used for federal revenue sharing purposes and provide a 16
liaison for local governments with the United States bureau of the 17
census in adjusting or correcting revenue sharing population 18
estimates. 19
(12) Provide fiscal notes depicting the expected fiscal impact of 20
proposed legislation in accordance with chapter 43.88A RCW.21
(13) Be the official state agency to estimate and manage the cash 22
flow of all public funds as provided in chapter 43.88 RCW. To this 23
end, the office shall adopt such rules as are necessary to manage the 24
cash flow of public funds. 25
(14) Ensure that the state does not employ more than one full-26
time equivalent employee for every 70 people residing in the state. 27
For the purposes of this subsection, full-time equivalent employees 28
shall be averaged over the course of the state fiscal year and the 29
state population as reported by the office of financial management is 30
deemed the number of people residing in the state.31
