AN ACT Relating to modifying the time component of various 1
definitions for purposes of commute trip reduction; and reenacting 2
and amending RCW 70A.15.4010. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
Sec. 1. RCW 70A.15.4010 and 2020 c 20 s 1124 are each reenacted 5
and amended to read as follows: 6
Unless the context clearly requires otherwise, the definitions in 7
this section apply throughout this chapter. 8
(1) "A major employer" means a private or public employer, 9
including state agencies, that employs ((one hundred )) 100 or more 10
full-time employees at a single worksite ((who begin their regular 11
workday between 6:00 a.m. and 9:00 a.m. )) on weekdays for at least 12
((twelve)) 12 continuous months during the year. 13
(2)(a) "Affected urban growth area" means: 14
(i) An urban growth area, designated pursuant to RCW 36.70A.110, 15
whose boundaries contain a state highway segment exceeding the ((one 16
hundred)) 100 person hours of delay threshold calculated by the 17
department of transportation, and any contiguous urban growth areas; 18
and 19
(ii) An urban growth area, designated pursuant to RCW 36.70A.110, 20
containing a jurisdiction with a population over ((seventy thousand)) 21

70,000 that adopted a commute trip reduction ordinance before the 1
year 2000, and any contiguous urban growth areas. 2
(b) Affected urban growth areas will be listed by the department 3
of transportation in the rules for chapter 329, Laws of 2006 using 4
the criteria identified in (a) of this subsection. 5
(3) "Base year" means the ((twelve-month)) 12-month period 6
commencing when a major employer is determined to be participating by 7
the local jurisdiction, on which commute trip reduction goals shall 8
be based. 9
(4) "Certification" means a determination by a regional 10
transportation planning organization that a locally designated growth 11
and transportation efficiency center program meets the minimum 12
criteria developed in a collaborative regional process and the rules 13
established by the department of transportation. 14
(5) "Commute trip" means trips made from a worker's home to a 15
worksite ((during the peak period of 6:00 a.m. to 9:00 a.m. )) on 16
weekdays. 17
(6) "Commute trip vehicle miles traveled per employee" means the 18
sum of the individual vehicle commute trip lengths in miles over a 19
set period divided by the number of full-time employees during that 20
period. 21
(7) "Growth and transportation efficiency center" means a 22
defined, compact, mixed -use urban area that contains jobs or housing 23
and supports multiple modes of transportation. For the purpose of 24
funding, a growth and transportation efficiency center must meet 25
minimum criteria established by the commute trip reduction board 26
under RCW 70A.15.4060, and must be certified by a regional 27
transportation planning organization as established in RCW 47.80.020.28
(8) "Major employment installation" means a military base or 29
federal reservation, excluding tribal reservations, at which there 30
are ((one hundred )) 100 or more full -time employees ((, who begin 31
their regular workday between 6:00 a.m. and 9:00 a.m. )) on 32
weekdays((,)) for at least ((twelve)) 12 continuous months during the 33
year. 34
(9) "Major worksite" means a building or group of buildings that 35
are on physically contiguous parcels of land or on parcels separated 36
solely by private or public roadways or rights-of-way, and at which 37
there are ((one hundred )) 100 or more full-time employees ((, who 38
begin their regular workday between 6:00 a.m. and 9:00 a.m. )) on 39
weekdays((,)) for at least ((twelve)) 12 continuous months.40

(10) "Person hours of delay" means the daily person hours of 1
delay per mile in the peak period of 6:00 a.m. to 9:00 a.m., as 2
calculated using the best available methodology by the department of 3
transportation. 4
(11) "Proportion of single-occupant vehicle commute trips" means 5
the number of commute trips made by single-occupant automobiles 6
divided by the number of full-time employees. 7
