AN ACT Relating to establishing the ink of hope act; and adding a 1
new section to chapter 18.300 RCW. 2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:3
NEW SECTION. Sec. 1. A new section is added to chapter 18.300 4
RCW to read as follows: 5
(1) By January 1, 2027, the director shall develop or contract 6
with an external entity for the development of up to one-hour of 7
online or in-person training for tattoo artists on how to recognize 8
the signs of human trafficking, how to respond to those signs, how to 9
refer a client to resources for victims of human trafficking, and how 10
to report signs of human trafficking to an antitrafficking 11
organization in the state. The director shall make the training 12
developed under this subsection available to the public at no cost 13
and in an accessible format. 14
(2) Beginning July 1, 2027, each tattoo artist shall annually 15
complete the training developed under subsection (1) of this section 16
as a requirement for the issuance or reissuance of a license under 17
this chapter. 18
