AN ACT Relating to requiring state registered apprenticeships in 1
the building and construction trades to provide behavioral health and 2
wellness training; and adding a new section to chapter 49.04 RCW.3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 49.04 5
RCW to read as follows: 6
(1) Beginning July 1, 2027, an apprenticeship program for a 7
building or construction trade occupation approved by the 8
apprenticeship council under this chapter must provide apprentices 9
with behavioral health and wellness training and must require 10
apprentices to successfully complete the training. Any new or updated 11
apprenticeship program standards for a building or construction trade 12
occupation approved by the council under this chapter on or after 13
July 1, 2027, must include the training hours under this section.14
(2)(a) The behavioral health and wellness training must include 15
at least two hours of instruction. These hours are in addition to, 16
and do not supplant, the minimum related or supplemental instruction 17
hours required for the applicable program. 18
(b) The behavioral health and wellness training must cover the 19
following topics: (i) Destigmatizing behavioral health and supporting 20
wellness; (ii) recognizing signs of distress; (iii) suicide 21
