WHEREAS, It is of paramount importance to establish cutoff dates 1
for the consideration of legislation during the 2025 Regular Session 2
of the Sixty-Ninth Legislature; 3
NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives 4
of the State of Washington, the Senate concurring, That the following 5
cutoff dates apply to all bills, memorials, and joint resolutions 6
with the exception of budgets, matters necessary to implement 7
budgets, matters that affect state revenue, initiatives to the 8
legislature, and alternatives to initiatives to the legislature:9
(1) Friday, February 21, 2025, the fortieth day, will be the 10
final day to read in committee reports in the house of origin, with 11
the exception of reports from the Senate Ways and Means, Senate 12
Transportation, and House of Representatives fiscal committees;13
(2) Friday, February 28, 2025, the forty-seventh day, will be the 14
final day to read in Senate Ways and Means, Senate Transportation, 15
and House of Representatives fiscal committee reports in the house of 16
origin; 17
(3) Wednesday, March 12, 2025, the fifty-ninth day, at 5:00 p.m., 18
will be the final time to consider bills in their house of origin;19
(4) Wednesday, April 2, 2025, the eightieth day, will be the 20
final day to read in committee reports on bills from the opposite 21
house with the exception of reports from the Senate Ways and Means, 22

(5) Tuesday, April 8, 2025, the eighty-sixth day, will be the 3
final day to read in Senate Ways and Means, Senate Transportation, 4
and House of Representatives fiscal committee reports on bills from 5
the opposite house; and 6
BE IT FURTHER RESOLVED, That after 5:00 p.m. on Wednesday, April 7
16, 2025, the ninety-fourth day, neither house may consider any 8
bills, memorials, or joint resolutions except initiatives to the 9
legislature and alternatives to such initiatives, budgets and matters 10
necessary to implement budgets, matters that affect state revenue, 11
messages pertaining to amendments, matters of differences between the 12
two houses, and matters incident to the interim and to the closing of 13
the business of the 2025 Regular Session of the Legislature.14
