TO THE HONORABLE DONALD J. TRUMP, PRESIDENT OF THE UNITED STATES, 1
AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF 2
REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF 3
THE UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE ATTORNEY GENERAL 4
OF THE UNITED STATES: 5
We, your Memorialists, the Senate and House of Representatives of 6
the State of Washington, in legislative session assembled, 7
respectfully represent and petition as follows: 8
WHEREAS, The Fourteenth Amendment of the United States 9
Constitution and Section 2 of the federal Voting Rights Act of 1965 10
(52 U.S.C. Sec. 10301 et seq.) protect Washington voters against 11
policies that either abridge or dilute their voting rights; and12
WHEREAS, The Constitution of the state of Washington and the 13
Washington Voting Rights Act, chapter 29A.92 RCW, also protect 14
Washington voters against policies that either abridge or dilute 15
their voting rights; and 16
WHEREAS, RCW 29A.08.355, hereafter referred to as the "Motor 17
Voter Law," involves the automatic registration of people to vote in 18
elections in Washington with no determination of whether those people 19
are, in fact, legal voters, which risks diluting legal Washington 20
voters' voice in state law, policy, and government actions; and21

WHEREAS, The Washington government agency most directly involved 1
in implementing the "Motor Voter Law" is the Department of Licensing; 2
and 3
WHEREAS, The Governor appoints, with minimal legislative 4
involvement or oversight, the Director and other senior management of 5
the Department of Licensing; and 6
WHEREAS, The Governor and his immediate predecessors have ignored 7
repeated requests by members of the Washington State Legislature to 8
investigate potential abridgement or dilution caused by the 9
Department of Licensing's implementation of the "Motor Voter Law";10
NOW, THEREFORE, Your Memorialists respectfully pray that the 11
Attorney General of the United States directs the appropriate 12
divisions of the United States Department of Justice to audit and 13
review the Department of Licensing's implementation of the "Motor 14
Voter Law," with a focus on possible violations of the United States 15
Constitution, the United States Code, the Constitution of the state 16
of Washington, or the Revised Code of Washington. 17
BE IT RESOLVED, That the Washington House of Representatives 18
requests that the Attorney General of the United States report the 19
results of the requested audit and review to the members of this 20
body, with recommendations for appropriate remedies for violations of 21
the United States Constitution, the United States Code, the 22
Constitution of the state of Washington, or the Revised Code of 23
Washington. 24
BE IT FURTHER RESOLVED, That the Washington House of 25
Representatives requests that the Attorney General of the United 26
States commence, without further consultation, any corrective action 27
she deems appropriate for the results of the requested audit and 28
review. 29
BE IT FURTHER RESOLVED, That copies of this Memorial be 30
immediately transmitted to the Honorable Donald J. Trump, President 31
of the United States, the Attorney General of the United States, the 32
President of the United States Senate, the Speaker of the House of 33
Representatives, and each member of Congress from the State of 34
Washington. 35
