AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF 2
REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF 3
THE UNITED STATES, IN CONGRESS ASSEMBLED, AND THE SECRETARY OF THE 4
DEPARTMENT OF DEFENSE, AND THE SECRETARY OF THE DEPARTMENT OF 5
VETERANS AFFAIRS: 6
We, your Memorialists, the Senate and House of Representatives of 7
the State of Washington, in legislative session assembled, 8
respectfully represent and petition as follows: 9
WHEREAS, Our nation has a moral obligation to support combat-10
injured veterans who have made noble and selfless personal sacrifices 11
fulfilling their service protecting our nation; and12
WHEREAS, Two service members can suffer the same combat injury, 13
but receive vastly different treatment based on each service member's 14
time served, resulting in considerable inequity in the treatment of 15
each service member; and 16
WHEREAS, Congress recognized the inequitable and unfair treatment 17
of the nation's service members in 2004, and passed legislation 18
rectifying the disparity; and 19
WHEREAS, The legislation limited its application to veterans who 20
served 20 or more years, leaving veterans with less than 20 years of 21
service who are forced into medical retirement due to combat-related 22
injuries in the same inequitable position; 23

NOW, THEREFORE, Your Memorialists respectfully pray that the 1
Major Richard Star Act, H.R. 2102 amending Title 10 of the United 2
States Code, be scheduled for a floor vote, to prioritize the 3
nation's moral obligation to all combat-injured veterans and provide 4
our veterans with full concurrent receipt, regardless of their years 5
of service. 6
BE IT RESOLVED, That copies of this Memorial be immediately 7
transmitted by the Secretary of State to the Honorable Donald J. 8
Trump, President of the United States, the Secretary of the United 9
States Department of Defense, the Secretary of the Department of 10
Veterans Affairs, the President of the United States Senate, the 11
Speaker of the House of Representatives, and each member of Congress 12
from the State of Washington. 13
