We, your Memorialists, the Senate and House of Representatives of 7
the State of Washington, in legislative session assembled, 8
respectfully represent and petition as follows: 9
WHEREAS, The people of Iran have repeatedly demonstrated their 10
desire for freedom, dignity, and justice through decades of peaceful 11
protest; and 12
WHEREAS, International human rights organizations have documented 13
arbitrary detention, suppression of peaceful assembly, restrictions 14
on women and girls, targeting of journalists and community leaders, 15
weaponization of medical care, and the use of internet shutdowns to 16
silence dissent; and 17
WHEREAS, Regular Iranians have experienced economic devastation, 18
currency value collapse, reduced access to food and medicine, and 19
more from years of mismanagement and corruption by the Iranian 20
government and broad United States sanctions that have impoverished 21
everyday Iranians; and 22

WHEREAS, Since December 28, 2025, the Islamic Republic of Iran 1
has carried out a violent crackdown of historic proportions in 2
response to public unrest, which credible reports indicate killed at 3
least 7,000 people, with some estimates far higher; and4
WHEREAS, Iranians are strong, values-driven, and resilient in the 5
face of a fascist theocracy and have organized repeatedly to push for 6
greater rights, prosperity, and representative democracy, including 7
through the Green Movement and the Woman, Life, Freedom Movement and 8
more; and 9
WHEREAS, Iranian Americans and members of the Iranian diaspora in 10
Washington state contribute significantly to our communities and are 11
directly impacted by repression, family separation, travel barriers, 12
and instability; and 13
WHEREAS, United States military intervention risks escalating 14
violence, harming civilians, and undermining the ability of the 15
Iranian people to determine their own political future;16
NOW, THEREFORE, Your Memorialists respectfully pray that the 17
United States Government: 18
(1) Refrain from any military intervention in Iran and prioritize 19
diplomatic, humanitarian, and human rights-centered strategies that 20
avoid further harm to civilians; 21
(2) Expand coordinated international efforts to support the 22
Iranian people's pursuit of democracy and accountable governance;23
(3) Increase material and technical support to ensure access to 24
free, secure, and reliable internet and communications technologies;25
(4) Strengthen targeted sanctions and accountability mechanisms 26
against government individuals and entities credibly implicated in 27
serious human rights violations; 28
(5) Stop or minimize harm to civilians caused by over-broad 29
sanctions that harm average Iranians struggling to survive;30
(6) Support independent monitoring, preservation of evidence, and 31
appropriate international legal pathways to document and address 32
violations of international human rights law; 33
(7) Immediately halt deportation flights to Iran and protect 34
Iranian nationals in the United States from forced return to 35
conditions of repression or instability; 36
(8) Lift restrictions that bar or unduly limit Iranian nationals 37
from seeking refuge in the United States, including restoring access 38
to asylum and humanitarian protections; and 39

(9) Affirm that the future of Iran must be determined by the 1
Iranian people themselves through a fair, transparent, and 2
internationally supported democratic process conducted free from 3
violence, coercion, or foreign exploitation. 4
BE IT RESOLVED, That copies of this Memorial be immediately 5
transmitted to the Honorable Donald J. Trump, President of the United 6
States, the United States Secretary of State, the United States 7
Department of State, the United States Department of Justice, the 8
President of the United States Senate, the Speaker of the House of 9
Representatives, and each member of Congress from the State of 10
Washington. 11
