WHEREAS, Data privacy is critical to safeguard personal 1
integrity, promote trust in digital interactions, and uphold the 2
fundamental rights of individuals in an increasingly data-driven 3
world; and 4
WHEREAS, Vast amounts of data about consumers are harvested daily 5
around the globe, and with the collection and processing of this data 6
comes great responsibility; and 7
WHEREAS, Many people do not understand the ways in which their 8
private activities on their computers, phones, and connected devices 9
generate data that is being used and stored digitally, with or 10
without their knowledge; and 11
WHEREAS, Across the world, 50 countries observe Data Privacy Day 12
to draw attention to best practices and innovative discussions that 13
promote individual control over personally identifiable information, 14
responsible privacy practices, and compliance with privacy laws and 15
regulations; and 16
WHEREAS, The Council of Europe first recognized Data Privacy Day 17
in 2007, and the U.S. Congress followed suit in 2009; and18
WHEREAS, Data Privacy Day is recognized as an educational 19
initiative focused on raising awareness among businesses, 20
governments, and individuals about the importance of respecting 21
individual privacy and protecting personal information; and22

WHEREAS, The pervasive use of data collection and generating 1
technologies in our homes, in our everyday activities, in schools, 2
and in our workplaces give rise to the potential compromise of 3
personal privacy if appropriate care is not taken to protect personal 4
information; and 5
WHEREAS, The growth of Generative AI technologies and the 6
potential risks of their expanded use raises the importance of 7
privacy as more data is needed to train, build, and maintain new AI 8
foundational models; and 9
WHEREAS, Data Privacy Day's celebrations offer opportunities for 10
collaboration among governments, industry, academia, nonprofits, 11
privacy professionals, and educators; and 12
WHEREAS, The recognition of Data Privacy Day encourages 13
Washingtonians to become aware of personal information privacy 14
concerns, to take steps to protect the privacy of their own data, and 15
advocate for better data privacy protections; 16
NOW, THEREFORE, BE IT RESOLVED, That the Washington State House 17
of Representatives recognize Data Privacy Day on January 28th, as 18
established by the United States House of Representatives, to 19
highlight the importance of data privacy and data protection and 20
raise awareness of and promote privacy and data protection best 21
practices. 22
