WHEREAS, Dr. Kathi Hiyane-Brown has had over 35 years of service 1
to students at community colleges across the country; and2
WHEREAS, Dr. Hiyane-Brown has diligently and tirelessly served as 3
president of Whatcom Community College (WCC) for 18 years; and4
WHEREAS, Under Dr. Hiyane-Brown, WCC expanded and developed 5
certificates, associates, and baccalaureate degrees for students to 6
help meet 21st century job demands; and 7
WHEREAS, Dr. Hiyane-Brown's leadership helped WCC receive 8
numerous honors, including the National Centers of Academic 9
Excellence in Cybersecurity Education and Training, and recognition 10
from the White House, National Security Agency, and other government 11
agencies; and 12
WHEREAS, Industry leaders have acknowledged WCC's efforts to 13
prepare students for careers in technology during Dr. Hiyane-Brown's 14
tenure; and 15
WHEREAS, Under Dr. Hiyane-Brown's guidance, the Washington State 16
Board of Community and Technical Colleges and the State Legislature 17
designated WCC as the Washington State Cybersecurity Center of 18
Excellence; and 19
WHEREAS, Dr. Hiyane-Brown helped WCC grow its physical campus to 20
better support students and educators; and 21

WHEREAS, WCC has received numerous commendations during 1
accreditation visits, a direct result of Dr. Hiyane-Brown's 2
leadership; and 3
WHEREAS, WCC has expanded its partnerships and community 4
connections during her tenure, including the Writers Workshop, the 5
Community Transitions program with Bellingham School District, the 6
home of the Area Health Education Center — one of two health education 7
centers in Washington State, and joint student activities with 8
Northwest Indian College, Bellingham Technical College, and Western 9
Washington University; and 10
WHEREAS, Dr. Hiyane-Brown has left her mark on higher education 11
beyond the WCC campus, including serving as a founding and executive 12
committee member of the National Asian Pacific Islander Council, a 13
member of the Higher Education Research and Development Institute 14
West Advisory Board, and a member of the Council for Adult and 15
Experiential Learning Advisory Board, leadership roles with the 16
National Initiative for Cybersecurity Education, the American 17
Association of Community Colleges (AACC) and AACC's Presidents 18
Academy Executive Committee, membership in the Washington Association 19
of Community and Technical Colleges, the Northwest Workforce Council 20
Board, and the Rotary Club of Bellingham; 21
NOW, THEREFORE, BE IT RESOLVED, That the House of Representatives 22
congratulate Dr. Kathi Hiyane-Brown on an illustrious, impactful, and 23
remarkable career in service to community college students and the 24
larger education community, and wish Dr. Kathi Hiyane-Brown a 25
deserved and well-earned retirement with the knowledge and 26
contentment of a stellar career that helped numerous students achieve 27
a better future; and 28
BE IT FURTHER RESOLVED, That a copy of this resolution be 29
immediately transmitted by the Chief Clerk of the House of 30
Representatives to Dr. Hiyane-Brown in appreciation of her service 31
that is an example for all higher education professionals to aspire 32
to. 33
