WHEREAS, It is necessary to provide for the continuation of the 1
work of the House of Representatives after its adjournment and during 2
the interim periods between legislative sessions; 3
NOW, THEREFORE, BE IT RESOLVED, That the Executive Rules 4
Committee may assign subject matters, bills, memorials, and 5
resolutions to authorized committees of the House of Representatives 6
for study during the interim, and the Speaker of the House of 7
Representatives may create special and select committees as may be 8
necessary to carry out the functions, including interim studies, of 9
the House of Representatives in an orderly manner and shall appoint 10
members to such committees with the approval of the Executive Rules 11
Committee; and 12
BE IT FURTHER RESOLVED, That, during the interim, the schedules, 13
agendas, locations, and formats for all meetings of any legislative 14
task force or committee shall be approved by the Executive Rules 15
Committee, and those task forces or committees may conduct work 16
sessions and public hearings without a quorum being present; and17
BE IT FURTHER RESOLVED, That, during the interim, except for 18
Committee Assembly Days which is subject to House Rule 17, when 19
participating remotely in any committee meeting, members shall be 20
considered present for purposes of a quorum and voting; and21
BE IT FURTHER RESOLVED, That, during the interim, authorized 22
committees have the power of subpoena, the power to administer oaths, 23

and the power to issue commissions for the examination of witnesses 1
in accordance with chapter 44.16 RCW if and when specifically 2
authorized by the Executive Rules Committee for specific purposes and 3
specific subjects; and 4
BE IT FURTHER RESOLVED, That the Chief Clerk of the House of 5
Representatives shall complete the work of the 2025 Regular Session 6
of the Sixty-Ninth Legislature during interim periods, and all 7
details that arise therefrom, including the editing, indexing, and 8
publishing of the journal of the House of Representatives; and9
BE IT FURTHER RESOLVED, That the Chief Clerk of the House of 10
Representatives may approve vouchers of the members of the House of 11
Representatives, covering expenses incurred during the interim for 12
official business of the Legislature in accordance with policies set 13
by the Executive Rules Committee, at the per diem rate provided by 14
law and established by the Executive Rules Committee, for each day or 15
major portion of a day, plus mileage at the rate provided by law and 16
established by the Executive Rules Committee; and 17
BE IT FURTHER RESOLVED, That the Chief Clerk of the House of 18
Representatives shall, during the interim, and as authorized by the 19
Speaker of the House of Representatives, retain or hire any necessary 20
employees and order necessary supplies, equipment, and printing to 21
enable the House of Representatives to carry out its work promptly 22
and efficiently, and accept committee reports, committee bills, 23
prefiled bills, memorials, and resolutions as directed by the Rules 24
of the House of Representatives; and 25
BE IT FURTHER RESOLVED, That the Chief Clerk of the House of 26
Representatives shall have authority to execute personal services 27
contracts relating to workplace investigations, and notify the 28
Executive Rules Committee of any other types of personal services 29
contracts that necessitate the expenditure of House of 30
Representatives appropriations; and 31
BE IT FURTHER RESOLVED, That the Chief Clerk of the House of 32
Representatives shall execute the necessary vouchers upon which 33
warrants are drawn for all legislative expenses and expenditures of 34
the House of Representatives; and 35
BE IT FURTHER RESOLVED, That members and employees of the 36
Legislature be reimbursed for expenses incurred in attending 37
authorized conferences and meetings at the rate provided by law and 38
established by the Executive Rules Committee, plus mileage to and 39
from the conferences and meetings at the rate provided by law and 40

established by the Executive Rules Committee, which reimbursement 1
shall be paid on vouchers from any appropriation made to the House of 2
Representatives for legislative expenses; and 3
BE IT FURTHER RESOLVED, That, during the interim, the use of the 4
House of Representatives Chamber, any of its committee rooms, or any 5
of the furniture or furnishings in them is permitted upon such terms 6
and conditions as the Chief Clerk of the House of Representatives 7
shall deem appropriate; and 8
BE IT FURTHER RESOLVED, That the Chief Clerk of the House of 9
Representatives may express the sympathy of the House of 10
Representatives by sending flowers and correspondence when the 11
necessity arises; and 12
BE IT FURTHER RESOLVED, That this Resolution applies throughout 13
the interim between sessions of the Sixty-Ninth Legislature, as well 14
as any committee assembly. 15
