WHEREAS, Due to the foresight of previous generations of 1
Washingtonians, our state and the Pacific Northwest region have been 2
blessed with a public power system that provides an abundance of 3
clean energy; and 4
WHEREAS, Public power has long been a feature of our state, with 5
the city of Seattle generating and supplying electric power through 6
its municipal public utility as early as 1910; and 7
WHEREAS, After 1930, public utility districts could be formed to 8
supply electricity to the people, including power for farms and rural 9
areas; and 10
WHEREAS, Beginning in 1957, cities and public utility districts 11
looked to establish joint operating agencies to develop new electric 12
power plants that would serve the growing needs of Washington and the 13
region; and 14
WHEREAS, Joint operating agencies are at the forefront of 15
developing new renewable and carbon-free sources of energy, including 16
solar, wind, hydroelectric, geothermal, and nuclear, with one of the 17
first small modular reactor facilities in the United States being 18
developed in Washington; and 19
WHEREAS, Developing new sources of clean energy is critical to 20
mitigating greenhouse gas emissions and ensuring that Washington 21
consumers and businesses continue to have access to affordable and 22
reliable energy; and 23

WHEREAS, Clean energy production contributes to robust economic 1
growth and job creation in Washington; 2
NOW, THEREFORE, BE IT RESOLVED, That the House of Representatives 3
recognize the contributions of Washington's joint operating agencies 4
toward a clean and sustainable environment and robust economy in 5
Washington State. 6
