WHEREAS, The State of Washington is one of the most trade-driven 1
states in the United States, with international trade supporting 2
nearly one million jobs across the state; and 3
WHEREAS, The people of Washington value its trade relationships 4
with the people of Canada and Mexico; and 5
WHEREAS, Canada is consistently Washington state's largest export 6
destination, with billions of dollars in goods and services exchanged 7
annually, supporting workers, farmers, manufacturers, and small 8
businesses in every region of the state; and 9
WHEREAS, Washington's aerospace industry, the highest 10
concentration of advanced manufacturing in the nation, relies on 11
stable trade flows and competitive supply chains; and12
WHEREAS, Washington's agricultural community, including producers 13
of potatoes, apples, cherries, berries, hops, wheat, dairy, seafood, 14
and wine, depends on reliable access to markets to sustain family 15
farms, rural communities, and food processors throughout the state; 16
and 17
WHEREAS, Washington's technology and innovation sectors rely on 18
digital trade and intellectual property provisions to provide the 19
necessary certainty for business growth; and 20
WHEREAS, Businesses operating in Washington depend on 21
consistency, transparency, and cooperation to make long-term 22
