WHEREAS, Virginia "Jenny" Graham was born in Long Beach, 1
California, daughter of Carol Estes and James Collins; and2
WHEREAS, She grew up in Auburn and Federal Way and graduated from 3
Thomas Jefferson High School; and 4
WHEREAS, Representative Graham served in the United States Army 5
Reserve and would later go on to serve on the Joint Committee on 6
Veterans' and Military Affairs; and 7
WHEREAS, She has been a small business owner and a professionally 8
licensed cosmetologist and esthetician for 40 years; and9
WHEREAS, As if we did not already know that she was as tough as 10
nails, Representative Graham is a registered martial artist and a 11
former instructor and is a fearless and inquisitive scuba diver who 12
aced a cageless shark dive in Fiji; and 13
WHEREAS, She and her husband, Curtis, have three children and 14
four grandchildren and have called Spokane home for three decades; 15
and 16
WHEREAS, Representative Graham has been active in her communities 17
for years, volunteering at her children's schools and church, serving 18
as a Cub Scout Den Mother, and working as a Spokane Parks and 19
Recreation ski coach for the developmentally disabled; and20
WHEREAS, Following the tragic loss of her sister, Debra Estes, to 21
the Green River Killer, she became a fierce advocate for victims and 22

WHEREAS, Representative Graham was elected by the people of the 3
6th Legislative District in 2018; and 4
WHEREAS, Her tenure in the Washington state House of 5
Representatives has been defined by her unwavering dedication to 6
public safety and her work as the ranking member on the House 7
Community Safety Committee, where she has been a leading voice for 8
those ignored by the system; and 9
WHEREAS, Representative Graham has consistently fought to hold 10
violent offenders accountable, support law enforcement, ensure 11
neighborhoods are safe, and protect the most vulnerable in our state; 12
and 13
WHEREAS, She has been a champion for families and fundamental 14
freedoms; and 15
WHEREAS, Representative Graham has delivered substantial, 16
tangible results for the communities of the 6th Legislative District 17
– securing vital funding in the capital and transportation budgets 18
for local priorities and bringing investments home for wildfire 19
recovery efforts, safe routes to schools, and expansions at the 20
Washington State Veterans Cemetery; and 21
WHEREAS, Through her eight years of public service, she has tried 22
to bring a necessary balance to state government, demanding 23
transparency and accountability in state spending; and24
WHEREAS, Representative Graham has served with distinction, 25
bringing a deeply personal commitment to her work in Olympia and 26
leaving a lasting legacy of courageous, unapologetic advocacy for her 27

WHEREAS, She will continue her journey in driving change for safe 29
and clean neighborhoods in the next chapter of her life; and30
WHEREAS, Representative Graham will now have more time to enjoy 31
her children, grandchildren, camping, scuba diving, and home 32
improvement and recycling projects; and 33
WHEREAS, As she concludes her time in the Washington state House 34
of Representatives, we extend our sincere appreciation for her 35
dedicated service and commitment to her legislative responsibilities;36
NOW, THEREFORE, BE IT RESOLVED, That the Washington State House 37
