AN ACT Relating to reentry council; and amending RCW 43.380.030, 1
43.380.060, and 43.380.070. 2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:3
Sec. 1. RCW 43.380.030 and 2016 c 188 s 4 are each amended to 4
read as follows: 5
(1) The council comprises ((fifteen)) 20 members appointed by the 6
governor. 7
(2) The governor must create a membership that includes:8
(a)(i) Representatives of: The department of corrections; the 9
health care authority; the department of social and health services; 10
the employment security department; the juvenile rehabilitation 11
administration; a statewide organization representing community and 12

(iii) Two other community leaders; and1
(iv) Two community members who are currently incarcerated.2
(b) At least one position of the council must be reserved for an 3
invited person with a background in tribal affairs, and such position 4
has all of the same voting and other powers of other members.5
(3) When making appointments, the governor shall consider:6
(a) The racial and ethnic background of applicants in order for 7
the membership to reflect the diversity of racial and ethnic 8
backgrounds of all those who are incarcerated in the state;9
(b) The gender of applicants in order for the membership to 10
reflect the gender diversity of all those who are incarcerated in the 11
state; 12
(c) The geographic location of all applicants in order for the 13
membership to represent the different geographic regions of the 14
state; and 15
(d) The experiences and background of all applicants relating to 16
the incarcerated population. 17
Sec. 2. RCW 43.380.060 and 2016 c 188 s 7 are each amended to 18
read as follows: 19
The members of the council ((shall serve without )) may receive 20
compensation as provided in RCW 43.03.220 and 43.03.270, ((but)) and 21
are entitled to be reimbursed for travel expenses as provided in RCW 22
43.03.050 and 43.03.060. 23
Sec. 3. RCW 43.380.070 and 2016 c 188 s 8 are each amended to 24
read as follows: 25
(1) Meetings of the council must be held in accordance with the 26
open public meetings act, chapter 42.30 RCW, and at the call of the 27
cochairs or when a majority of the council membership so requests. 28
Members may participate in a meeting of the council by means of a 29
conference telephone or similar communication equipment as described 30
in RCW 23B.08.200. 31
(2) ((Seven)) Eleven members of the council constitute a quorum.32
(3) Once operational, the council must convene on a regular 33
schedule at least four times during each year. 34
