  • RCW 18.71.051 and 2020 c 325 s 4 are each amended to 3 read as follows: 4 (1) Applicants for licensure to practice medicine who have 5 graduated from a school of medicine located outside of the states, 6 territories, and possessions of the United States, the District of 7 Columbia, or the Dominion of Canada, shall file an application for 8 licensure with the commission on a form prepared by the secretary 9 with the approval of the commission.
  • Each applicant shall furnish 10 proof satisfactory to the commission of the following:11 (a) That he or she has completed in a school of medicine a 12 resident course of professional instruction equivalent to that 13 required in this chapter for applicants generally;14 (b)(((i) Except as provided in (b)(ii) of this subsection, that )) 15 That he or she meets all the requirements which must be met by 16 graduates of the United States and Canadian school of medicine except 17 that he or she need not have graduated from a school of medicine 18 approved by the commission; 19 (((ii) An applicant for licensure under this section is not 20 required to meet the requirements of RCW 18.71.050(1)(b) if he or she 21 furnishes proof satisfactory to the commission that he or she has:22 (A)(I) Been admitted as a permanent immigrant to the United 23 States as a person of exceptional ability in sciences pursuant to the 24 rules of the United States department of labor; or25 (II) Been issued a permanent immigration visa; and26 (B) Received multiple sclerosis certified specialist status from 27 the consortium of multiple sclerosis centers; and28 (C) Successfully completed at least twenty-four months of 29 training in multiple sclerosis at an educational institution in the 30 United States with an accredited residency program in neurology or 31 rehabilitation;))32 Code Rev/MW:akl 1 H-3676.1/26 (c) That he or she has satisfactorily passed the examination 1 given by the educational ((council)) commission for foreign medical 2 graduates or has met the requirements in lieu thereof as set forth in 3 rules adopted by the commission; 4 (d) That he or she has the ability to read, write, speak, 5 understand, and be understood in the English language.6 (2) An applicant may obtain an exceptional qualification waiver, 7 waiving requirements determined by the commission in rule, if they 8 possess an acceptable body of work related to research, medical 9 excellence, or employment, and have the recommendation of other 10 national or international experts in the same specialty or field.11 (3) The commission may adopt rules to establish a primary care 12 license for applicants who have successfully completed the clinical 13 experience graduate pilot program as outlined in section 2 of this 14 act.15 NEW SECTION.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:5
Sec. 1. RCW 18.71.051 and 2020 c 325 s 4 are each amended to 6
read as follows: 7
(1) Applicants for licensure to practice medicine who have 8
graduated from a school of medicine located outside of the states, 9
territories, and possessions of the United States, the District of 10
Columbia, or the Dominion of Canada, shall file an application for 11
licensure with the commission on a form prepared by the secretary 12
with the approval of the commission. ((Each applicant )) The 13
commission recognizes as equivalent to the United States medical 14
school accreditation and national medical licensure examination 15
standards the Canadian medical school accreditation and Canadian 16
national medical licensure exam.17
(2) Applicants shall furnish proof satisfactory to the commission 18

(((2))) (3) An applicant may obtain an exceptional qualification 28
waiver, waiving requirements determined by the commission in rule or 29
statute, if they possess an acceptable body of work related to 30
research, medical excellence, or employment, and have the 31
recommendation of other national or international experts in the same 32
specialty or field. 33
(4) The commission, at its sole discretion, may elect to waive 34
requirements in statute and rule when considering internationally 35
trained applicants experiencing hardship in providing required 36
documents for license applications. The commission may also require 37
alternate demonstrations of competence that may include examinations 38
or specialty assessments, a period of supervised practice, or other 39
tools as appropriate for evaluation of an applicant to the 40

satisfaction of the commission. Hardship scenarios the commission may 1
consider include, but may not be limited to, refugee status, 2
persecution in the home country of the applicant due to beliefs, 3
ethnicity, or other demographic considerations. The commission may 4
not consider as a hardship the inability of the applicant to complete 5
the certification and examination processes administered by the 6
educational commission on foreign medical graduates or the failure of 7
required examinations. 8
NEW SECTION. Sec. 2. A new section is added to chapter 18.71 9
RCW to read as follows: 10
(1) The commission may create or approve a preceptorship pathway 11
for international medical graduates to qualify for full and 12
unrestricted physician and surgeon licensure under this chapter. 13
Licensure under this pathway does not require completion of the 14
postgraduate training requirement specified in RCW 18.71.050(1)(b). 15
An individual licensed and practicing under authority of this pathway 16
is a full scope licensed physician for all purposes including medical 17
practice, employment role definition, malpractice coverage, 18
credentialing, and insurance billing for plans described in, but not 19
limited to, Title 48 RCW, unless disciplinary action limits the scope 20
of a particular license. Any scope limitations may also be imposed at 21
the practice level consistent with standard credentialing processes 22
and practice agreements between the licensee and the supervising 23
physician. 24
(2) An internationally trained medical graduate not currently 25
licensed by the commission may demonstrate competence to the 26
commission for eventual independent practice and licensure through a 27
required period of supervised practice, supervisor assessments, and 28
attestation of the supervisor submitted to the commission.29
(a) The pathway consists of the following elements:30
(i) Licensure under RCW 18.71.095(6) or be granted a hardship 31
waiver under RCW 18.71.051(3) for licensure under RCW 18.71.095(6);32
(ii) Full-time practice as a physician in a clinical location or 33
locations acceptable to the commission for not less than four years 34
or 48 months; and 35
(iii) A satisfactory rating in all categories by the supervising 36
physician with a commission approved clinical assessment evaluation.37
(b) Upon satisfaction of (a) of this subsection, the licensee may 38
apply for a license issued under this chapter by providing the 39

required documentation of a minimum of 48 months of supervised full-1
time clinical practice at the level of a physician, satisfactory 2
clinical assessment evaluations for the period of supervised practice 3
required in (a)(ii) of this subsection, an attestation from the 4
supervising physician, a written endorsement from the medical 5
director of the practice site if different than the supervising 6
physician, proof of board certification, and supplying any further 7
information required by the commission. The commission accepts only 8
ABMS and AAGP board certifications. 9
(3) For exceptionally qualified international medical graduates, 10
the commission may establish an abbreviated assessment program to 11
determine competence and skill level for the purposes of issuing a 12
full and unrestricted license. 13
(4) The commission may conduct rule making to implement the 14
requirements of this section. 15
