AN ACT Relating to prohibiting the purchase of small unmanned 1
aircrafts manufactured or assembled by a covered foreign entity; 2
adding a new section to chapter 43.17 RCW; and providing an effective 3
date. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:5
NEW SECTION. Sec. 1. A new section is added to chapter 43.17 6
RCW to read as follows: 7
(1) No state or local agency, including any law enforcement 8
agency, shall purchase or otherwise acquire a small unmanned aircraft 9
system that is manufactured or assembled by a covered foreign entity.10
(2) No state or local agency funds may be used in connection with 11
small unmanned aircraft systems manufactured or assembled by a 12
covered foreign entity, including without limitation state or local 13
agency funds: 14
(a) Awarded through a contract, grant, or cooperative agreement; 15
or 16
(b) Otherwise made available. 17
(3) On or after July 1, 2026, a public entity shall not operate a 18
small unmanned aircraft system manufactured or assembled by a covered 19
foreign entity. 20

(a) "Agency" has the same meaning as provided in RCW 42.56.010.1
(b) "Covered foreign entity" means an individual, person, foreign 2
government, or a party that is: 3
(i) On the consolidated screening list or the entity list, 4
supplement No. 4 to 15 C.F.R. Part 744, as each are published by the 5
United States department of commerce on the effective date of this 6
section; 7
(ii) Domiciled in the People's Republic of China or the Russian 8
Federation; 9
(iii) Under the influence or control by the government of the 10
People's Republic of China or the Russian Federation; or11
(iv) A subsidiary or affiliate of an individual, government, or 12
party referred to in (b)(i) through (iii) of this subsection.13
(c) "Small unmanned aircraft system" means an aircraft that:14
(i) Is an unmanned, powered aircraft that is operated without the 15
possibility of direct human intervention from within or on the 16
aircraft; 17
(ii) May be expendable or recoverable; and 18
(iii) Weighs less than 55 pounds including the weight of anything 19
attached to or carried by the aircraft. 20
NEW SECTION. Sec. 2. This act takes effect January 1, 2026.21
