AN ACT Relating to promoting the better understanding of certain 1
federal standards related to commercial driver's licenses; and adding 2
a new section to chapter 46.25 RCW. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 46.25 5
RCW to read as follows: 6
(1) The department shall initiate the rule-making process to 7
update WAC 308-100-020 to clarify how federal motor carrier safety 8
administration standards related to a person's country of domicile 9
and immigration status impact the ability to receive or renew a 10
commercial driver's license. 11
(2) The department shall provide regular training to staff that 12
handle applications for the issuance and renewal of commercial 13
driver's licenses on the following items: 14
(a) The documentation necessary to show proof of citizenship, 15
lawful residency, or nondomiciled status in order to receive or renew 16
a commercial driver's license; 17
(b) The options available to applicants for issuance or renewal 18
of a commercial driver's license based on the applicant's country of 19
domicile and immigration status; and 20

(c) Steps to guide applicants for issuance or renewal to the 1
proper application or renewal materials based on the applicant's 2
country of domicile and immigration status. 3
(3) The department shall regularly update the training outlined 4
in subsection (2) of this section to maintain alignment with federal 5
requirements and to best serve commercial driver's license applicants 6
and holders. 7
(4) The department shall make available to all commercial 8
driver's license training schools, commercial driver's license 9
applicants, and commercial driver's license holders, materials on how 10
a person's country of domicile and immigration status might impact 11
their ability to receive or renew a commercial driver's license. The 12
materials must provide information on the licensing options available 13
to a person based on the person's country of domicile and immigration 14
status as well as any exceptions to the licensure standards issued by 15
the federal motor carrier safety administration. 16
